It’s not a conspiracy (if only because it’s so publicly visible), it’s just more of the mutually beneficial system being erected by Internationalists and Bureaucrats. As Dick Morris suggests in his column, “The Declaration of Independence Has Been Repealed”, P-BO is placing huge chunks of US sovereignty into the hands of international bureaucrats, without even getting enough US representation to protect US from them. He also notes how “systemically important” will be newspeak for “too big to fail”.
